Posts appear to be automatically encoded, and I can’t edit the provious one so if I explain by saying that the first ‘&’ of the pair should be expanded I hope that will make sense.
Hopefully this wil be the correct representation ‘&’ - but unfortunately I won’t be able to tell until after I submit the comment.

I think it will help some if the line is changed from:
$URL = str_replace (‘&’, ‘&’, $URL);
to
$URL = str_replace (‘&’, ‘&’, $URL);
